[sane-devel] Release woes again

Hi,
I am going through the process of fixing up the automated release process.
We had a lot of trouble with this last release and GitLab seems to have
changed sufficiently under us that our automated scripts no longer do what
they are supposed to. Release tags and releases are likely to come and go
as I test the various fixes I apply to the scripts. Not only that, some
knowledge related to how we chop up the release notes have been lost and I
am just fixing that up now.
I seem to remember that someone last time complained that they used some
automated scripts to pick up the creation of a new release and didn't want
me to delete tags. Sorry, it's going to happen until I can get the process
working properly.
