yes, it is recommended by selinux-basics, thus I have it installed.

On my real machine running testing for years:
$ LANG=C sudo semanage login -l

Login Name             SELinux User           MLS/MCS Range            

__default__            unconfined_u           s0-s0:c0.c1023
root                   unconfined_u           s0-s0:c0.c1023
system_u               system_u               s0-s0:c0.c1023           


On my freshly installed virtual machine:
$ LANG=C sudo semanage login -l

Login Name             SELinux User           MLS/MCS Range            

__default__            unconfined_u           SystemLow-SystemHigh
root                   unconfined_u           SystemLow-SystemHigh
system_u               system_u               SystemLow-SystemHigh
