[DSE-Dev] copying from Fedora

It seems that Fedora has some stuff that isn't upstream yet.  It would be good 
if someone could check whether they have something we need.

One thing to note is all the man pages, it would be good if we could get them 
in wheezy.  Even getting them in late shouldn't be an issue as adding man 
pages tends not to break things.

I'm currently copying systemd policy from Fedora.
