[DSE-Dev] new refpolicy uploaded

I've uploaded a new refpolicy with the following changelog. This works well
for all tested combinations of booting (including lvm and cryptsetup). It
should work for basic server operation.
It doesn't work for a KDE login session or for systemd (although the vast
majority of that is done), both of these are priorities for me.
I probably won't do much work on this for at least 10 hours, so if someone
would like to fix some other bugs then that would be great. Both systemd and
KDE are very close to working.
