[DSE-Dev] Bug#692804: libselinux1-dev: Please move selabel_*.5 man pages to this package

Hi!

While taking a look through the selabel family of functions, the
selabel_open(3) man page pointed to its specific backend
implementations in man pages like selabel_file(5), which cannot
be found in the libselinux1-dev package.

I understand that they are currently in selinux-utils because the
section 5 man pages describe file formats, but in case of the
selabel_*(5) ones they also describe part of the API. So it would
be nice (and I think would make more sense) to have those moved to
the -dev package.
