[DSE-Dev] We need to decide how to install CIL modules

We should decide something about the policy for installation of *.cil modules. (I believe, the installation and uninstallation scripts should ship in the CIL compiler package, to be common for all policies/modules.)

Please tell your ideas/advices/suggestions/policies/...

Well, we have plenty of time to decide on this: The secilc binary is yet too unstable for a production system.
