[DSE-Dev] Bug#765392: selinux-basics: Installation fails on Xen DomU, update-grub doesn't exist

Dear Maintainer,

installation of selinux-basics fails on a Xen DomU where no update-grub
exists:

Setting up selinux-basics (0.5.0) ...
/var/lib/dpkg/info/selinux-basics.postinst: 17: /var/lib/dpkg/info/selinux-basics.postinst: update-grub: not found
dpkg: error processing selinux-basics (--configure):
 subprocess installed post-installation script returned error exit status 127
Errors were encountered while processing:
 selinux-basics

Creating /usr/local/sbin/update-grub which does nothing but returns
exit value 0, installation then succeeds.

Secondary to this bug, when the installation failed, the next attempt
fails already with

Setting up selinux-basics (0.5.0) ...
ln: failed to create symbolic link `/etc/udev/rules.d/010-no-legacy-ptys.rules': File exists
dpkg: error processing selinux-basics (--configure):
 subprocess installed post-installation script returned error exit status 1
Errors were encountered while processing:
 selinux-basics

Removing the link then resolves the installation issues.

Please consider testing for the existence of both update-grub and
the above mentioned link instead of failing.
