Upstart is a very low priority.  The main priorities are Systemd and SysVInit.  
There's a good chance that I'll never work on upstart and as Red Hat are 
dropping it we won't get help from upstream.

If you send in some patches that look good then I'll merge them.  Otherwise I 
probably won't do anything with this one.
