Hi,
The policy should probably supports the usr-merge installations.
It was planned to be the default for the new installation of stretch but
in was (temporary?) reverted as there are some bugs in dpkg (see #810499).
To test usr-merge installation, you can just install the usrmerge
package, the conversion will happen automatically.
