This can't be fixed in policy.  Policycoreutils should have an init script or 
systemd tmpfiles config file to set it.

Also the above patch is not likely to be accepted upstream, it seems that they 
want ptmx_t so we need to relabel /dev/pts/ptmx at boot time too.

I tried using a genfscon entry for the cpu/online file as cgzones suggested 
but that didn't work.
