libsepol fails to build from source when enabling -fno-commons as is
done by gcc-10. In order to fix the issue, two commits are needed:

Please consider updating libsepol to a version including them or
cherry-picking them into the current version. The relevant commits apply
without issues to 3.0-1.

This bug will become severity serious once gcc-10 becomes the default
compiler.
