I think according to
https://github.com/SELinuxProject/selinux/commit/d1284ab45774829f81cb92a6c4f7d356773de50e#diff-9dbd3b561ffd2fd0a0c46d706146c0fa
libsepol should be compiled with -fno-semantic-interposition to keep
the same behavior after the dso header drop.
I could not find such flag in the salsa-ci build log at
https://salsa.debian.org/selinux-team/libsepol/-/jobs/757134
