[DSE-Dev] Bug#1070039: how to fix this

This JIT desktop issue occurs with KDE as well as GNOME.  Ideally we can 
address it in some automatic way.

We don't want to allow execmem globally because you don't want that.  Is there 
a way we could automatically change the boolean when a package like gdm or 
sddm is installed?
