[Soc-coordination] Status Report of MIPS N32/N64 Port, Week 7

Hi,

In the eighth week of this GSoC project, I've patched and cross
compiled 7 packages, some of them are necessarily key points of making
the bootstrap process forward.

The source packages are:
gperf
patchutils
chrpath
jbig2dec
fastjar
fdupes
tcl8.5

Bugs I've reported (with patches):
#719239 patchutils: only do check when not being cross compiled
#719246 fdupes: use correct gcc for cross build
#719247 tcl8.5: export special environmental variables when cross build

I have underrate the complexity of making up a native toolchain using
cross build, so this week's output isn't too much. Will be working on
more next week.
