[Soc-coordination] OPW and soc-coordination list

I just came across this recently:

but only a long time after reading about it elsewhere and on the wiki

The communication about this round of OPW appears to have bypassed
soc-coordination@, even though this list has been used for the earlier
round of GSoC+OPW applications when selection ran concurrently

Can anybody comment on the situation?  Should OPW stuff be cross posted
on both lists?  Maybe an soc-announce list is needed too, for announcing
new rounds of each program and sending the final reports.
