If I remember correctly, it was a combined effort:

- Google paid for transport to DebConf13
- the DebConf13 budget provided accommodation and food for the students

Therefore, there probably needs to be some discussion between those
doing the DebConf14 budget and the SoC admins

In any case, I will email the students that applied to me and tell them
to register for DebConf and do whatever they can to start the visa
application without incurring any costs until funding is clarified.
