[Soc-coordination] AppStream/DEP11 Implementation project

Hi!
I will be mentoring the DEP-11 implementation project listed at
 https://wiki.debian.org/SummerOfCode2014/ProjectProposals/AppStreamDEP11Implementation
this year. The info text will be changed later, and I am also trying
to get a co-mentor (but if that doesn't work, I will mentor it)
