[Soc-coordination] Lil' Debi Project Idea added

I added a project idea to improve Lil' Debi, the Android app for
installing/running a Debian chroot.  The core idea is to improve integration
of the Debian boot/shutdown process with Android, but other related activites
could happen too, depending on student skill and interest:
