[Soc-coordination] Debile weekly report (Week 11)

Hi,

After stabilize debile.debian.net I started to work with some auxiliary
tools that help debile to upload a set of packages and identify new
packages in NEW queue. They are ricky [1], loofah [2] and fred [3]. I
already merged ricky [4] and made a new PR merging loofah [5]. These tools
does not have automated tests, so merge then decrease the code coverage, I
intend to write some tests for these tools and merge fred at the end.
