I figured if autotools uses it, it is probably safe.
./configure for surfraw does, both ${foo:-bar} and ${foo:+bar},
but it also contains a comment:
# Use test -z because SunOS4 sh mishandles braces in ${var-val}.

I'd rather forgotten about AUTHORS. I've gone back through the ChangeLog
and added a bunch of people. I've also put a note in appendix 1 of
HACKING reminding us to add people in future.
