[Surfraw-devel] recent changes: --local-help, wayback, etc.

I've finally implemented --local-help, to display only elvi-specific
help. Synonyms: -local-help, -lh. This works for all elvi and the main
surfraw/sr script.

I also added -h as a synonym for -help.

The wayback machine's advanced search appears to have been broken for
a while, so I ripped out all the options and replaced it with the
basic search. I also fixed a bug in w3_url_escape where only the first
'/' was escaped, and tweaked a few elvi with over-broad commandline
option matching so they didn't clash with -lh.

I also tweaked uzbl_load_url_from_surfraw.IN to use @AWK@ to pick up
./configure's choice of awk implementation.
