[Syslog-ng-maintainers] Bug#794585: systemd unit file does not read /etc/default/syslog-ng

Forwarded this upstream, because while it is reasonably easy to fix it
in Debian only, it is much easier to fix it upstream. That way the
packaging doesn't have to patch anything, nor ship its own systemd
service file.
