[Syslog-ng-maintainers] Bug#958819: additional configuration is included only after default outputs

Hello,

Currently with the default distribution-provided configuration it is
not possible to discard or reroute some log messages by adding
additional configuration in /etc/syslog-ng/conf.d/ before they make it
into local log files.

This can be fixed by moving the @include directive before the log
directives in /etc/syslog-ng/syslog-ng.conf.
