[Tts-project] Speech related WNPP bugs (mostly festival)

Hi,
below is a list of all speech related [1] packages that are currently
looking for a new maintainer.
For some there already seems to be the intention to adopt them, but in
such cases please:
1. follow the instructions at [2] and retitle the bug to ITA and
2. try to make an upload soon
This makes it visible that these packages are already being adopted,
and after adoption bug reports will be going to the new maintainers.
For festvox-suopuhe-lj and festvox-suopuhe-mv the former maintainer
stated in the WNPP bugs that
The packages should be removed from Debian after the wheezy release
unless a new maintainer somehow materializes.
If noone wants to adopt them, it would be helpful to have a statement
in these WNPP bugs stating either that they are useless and should be
removed, or that there is value in having these packages in jessie.
