[Tts-project] auto building of festvox-ellpc11k

Hi,

I am about to upload a new version of festvox-ellpc11k. The license has
a commercial clause, but I believe it can be auto build. Can you please
white list festvox-ellpc11k, such that I can add the auto build flag and
the package can be auto build?

Note the front end (coide in festvox/) is free from commercial
