[Tts-project] Alioth to Salsa migration of a11y and tts packages

This seems to have worked. All a11y and tts maintained packages are
migrated to Salsa and the repositories on Alioth are locked now.

The rewrite maps are also in place, so the old VCS-* fields still work
on the web. However, as Jeremy noted, we should migrate to the Salsa
address in due time.
