Control: reassign -1 speech-dispatcher-contrib

Well, Debian didn't ship an ibmtts module so far, so you must be talking
about an ibmtts module you have installed from another source. Binary
compatibility between modules across speech-dispatcher versions is not
guaranteed, so that can not work indeed.

Now, this week-end I was told about the issue and wrote a shim, so
that Debian can ship the ibmtts module. When the next version of
speech-dispatcher-contrib gets into Debian, you will be able to just
install speech-dispatcher-ibmtts from Debian itself, that will pull a
32bit version and a few 32bit dependencies, which can be used directly
by speech-dispatcher instead of via voxind.
