[Tts-project] Bug#923594: speech-dispatcher fails with PulseAudio

Dear Maintainer,

(I do not exactly know if the problem described below is related to Speech Dispatcher or PulseAudio.)

Speech Dispatcher doesn't start anymore; every modules I can test is concerned and fails with the same error :


pulse.c: pa_simple_new() failed: Connection refused

Two precisions :
* On the LightDM login screen, Speech Dispatcher starts correctly
* After login, Speech Dispatcher does not start and Orca does not detect it (in the Orca settings, the TTS list does not appear anymore)
