Mmm, I didn't manage to reproduce it.  This is what I have done:

- run echo hello | festival --tts, got kal_diphone
- run festival --server on the side
- run spd-say -o festival hello, got kal_diphone
- kill the festival server

- append

(set! voice_default 'voice_cmu_us_slt_arctic_hts)

to /etc/festival.scm

- run echo hello | festival --tts, got slt_arctic_hts
- run festival --server on the side
- run spd-say -o festival hello, got arctic_kal_diphone
