[Tts-project] Bug#943402: festival: calling festival --tts or text2wave aborts

calling festival --tts
or 
festival
(SayText "test")
only gives an error:
SIOD ERROR: wrong type of argument to get_c_utt 
the same happens if one calls text2wave.
