Dear Samuel,
I have not ~/.festivalrc nor modified /etc/festival.scm
As for voices:
0% dpkg -l "*fest*"

Inspired by your suggestion I installed festvox-kallpc16k, and I do not get
the SIOD ERROR anymore.
So I guess it is a bug with festvox-ita* installation?
