There are several problems in your package that are related to d/copyright:

The package is in non-free, which has to be declared in d/copyright. In the machine-readable format the Disclaimer has 
to be specified in the header paragraph:

Disclaimer: The voices are in non-free because they are trained networks
  and for now we lack the scripts etc. to perform the training again.

The lintian warning incomplete-creative-commons-license that you override is actually valid.
You point to the CC licenses that you install via d/docs but they have to be included in d/copyright verbatim.

The cmake/* license name should be "Unlicense" instead of "public-domain".

You should also move the gbp.conf's [import-orig] filter to d/copyright's Files-Excluded and specify repacksuffix=+dfsg 
in d/watch. With the Disclaimer change this enables you to get rid of the README.source.

The paragraph starting with License: LGPL-2+ is not referenced.
