You can run

spd-say foo

to get speech-dispatcher started under your user, and spd-say submit some text to it.

If you want to plug a console screen reader to speech-dispatcher, you'll rather have to start pulseaudio as root:
https://wiki.debian.org/accessibility#Run_Pulseaudio_as_root

and then you can run speech-dispatcher as root to let screen readers use it.
