[Tts-project] Maintain package on Salsa and use 3.0 source format

Hi Paul,

yesterday festvox-kallpc8k was a Bug of the Day candidate and previously
also festvox-kdlpc8k came up.  I've created repostories on Salsa for
both packages[1,2] in the Debian TTS team space, modernised the
packaging and also fixed the bugs about 3.0 source format (thus tagging
the according bugs pending).

What made me wondering whether you intentionally left 1.0 source format
is that you injected debian/source/options files in both packages which
look both like this[3]

# Make sure that with source/format = 1.0 (nice with dgit) we don't fail on the
# .git direcotry
diff-ignore="\.git"

Since this was injected 10 years ago I wonder whether this is needed any
more.  As far as I know dgit works nicely with repositories in 3.0 format
(and also on Salsa - but I kept the dgit/sid branch name to stick to your
workflow).

In case I'm wrong and you might insist in the 1.0 format please tag this
bug wontfix.  I'd suggest the changes in Salsa could be uploaded anyway
and I'd happily do so for you as a team upload if you agree (and I would
rewert the format 3.0 change if you prefer 1.0)

PS: I vaguely remember we somehow communicated about those festvox
    databases before but I did not found anything in my mailbox.
