So we have 8 fextvox-* packages on Salsa and 10 not on Salsa - at least
not announced the Vcs fields in the last Upload, since two of the
packages with empty Vcs fields are ready for an upload.

I'd volunteer to migrate all packages to Salsa in tts-team (which leaves
festvox-mbrola in a11y-team).  What do you think about this?  I'd also
make sure source format 3.0 for all those packages if you agree.
