[Tts-project] Bug#1125776: festival: autopkgtest regression in testing

Hi Maintainer

Sometime around 2024-11-08, the autopkgtests of festival regressed in
testing on arm64 [1].  On other architectures; i386, riscv64 and
s390x, it seems the autopkgtest has never passed.

The failing output is:

44s Binary files
/tmp/autopkgtest-lxc.i9w1b8ww/downtmp/autopkgtest_tmp/output.wav and
debian/tests/output.wav differ

It might not be reasonable to expect these files to be binary identical.
