[Tts-project] Bug#1128657: cl-speech-dispatcher: Remove REGEX dependency in cl-speech-dispatcher ASDF system definition

About 20 years ago, in bug 243368, the cl-regex dependency was added to
this package because the ASDF system (ssip.asd) had REGEX in its list of
dependencies. However, as far as I can tell, the actual Lisp code has
never used the REGEX library. I am seeking to have cl-regex removed from
the archive and before that is possible it must be removed from the
dependencies of this project. I have already filed a pull request [1]
upstream to remove the offending part of the ASDF system definition.
When that is incorporated, please remove cl-regex from the dependencies
and close this bug.
