On average for GCI 2012 students completed about 200 tasks per org over the
7 weeks of the contest.  Tasks should be sized to take a student about 2-4
hours to complete.  If you make them smaller than that you'll see need way
more than 200 tasks.  So with those TODO fixes you might group them into 3
or 4 small fixes per task or 1 or 2 if they are tougher ones.  My 2013 GSoC
student left a TODO list for Tux Coding that can probably be turned into
tasks: https://bitbucket.org/adeneche/tuxcoding/wiki/Home
Be sure to ask the former GSoC students if they'd be interested in being
GCI mentors.  I won't have time as I'll probably have my hands full with
another org.  Brendan, you'll need to fill out the mentor app and then let
Pere know your ID on there as it'll be needed when he gets to the question
requiring the ID of a co-admin.  Good luck.  Be sure to get a list of ideas
published ASAP with at least 5 in each category as that's one of the key
things Google will be evaluating when selecting orgs.  They announce on Nov
1st, but will need a few days to review the lists, so the sooner it gets
published the better, each if it's a work in progress.
