Well, from my point of view I'm really not sure. I'd think XML would be
good, but I'm not sure how much it can scale compared to a DB (I'm
thinking at worst, you'd have a district "server" for all students of a
large family of schools, maybe ~5000 users? Is that too much for
text-based database?
