Inside-out packaging

So far the emphasis seems to have been on keeping a branch of the main
project, and a branch for the debian packaging information.
However, for some packages, it might be better to have a module arranged
like this:
debian/
upstream/
Where upstream is a submodule that points to an upstream repo. This
also keeps the debian changelog nicely away from the upstream one.
Anyone experimented with this?
Sam.
