In fact, I was asking this exactly to understand whether we would want
a VCS-tag in the commit id or not. My use case was exactly as yours,
VCS switch.
But now I do agree with Martin that those cases are probably to tricky
to hard any how (no URL, old repo possibly shut down, ...). It is
simply not worth.
