So RPM distros use .spec files, and those cannot be stored in
submodules. Obviously, there are ways in which this could happen,
but I am wondering about current practices.

Also, how does it work for non-DEB/non-RPM distros, like Gentoo?

Would any of the non-Debian people on the list be so kind as to
provide us some insight into their current VCS packaging techniques?
