[Debian-handbook-translators] Debian 11 is now the default on the website

I merged the translations from Weblate to the git repository on salsa
today.  The result can be seen on
<URL: https://hertzog.pages.debian.net/debian-handbook/ >.  This allow
for in context proof reading of the text.

Because of size restrictions, I changed the set of automatically
published translations to ensure the ones with the highest amount of
translation is published, without changing the total number of languages
published.  At the moment the cutoff-point is 40% (as reported by
Weblate).  The translations of cs-CZ and zh-TW was removed, while ca-ES
and sv-SE was added.
