The package changelog refers to boo#892096 - "FIPS: dm_crypt hangs when
mounting a crypt-file -- haveged starts too late" (unfortunately non-
public, but the title is useful already).
For some (historic?) reason, the openSUSE package contains its own
service file:
https://build.opensuse.org/package/view_file/security/haveged/haveged.service?expand=1
I just requested to push the changes upstream:
