groveling for a build with ARC

n00b to this list (just found it), though exim since phil hazel, but
have not built from source in decades.

it seems that, from[0], folk running mailing lists should be adding ARC.
exim made SPF and DKIM really easy, tyvm.  thanks to the monsters
offloading their spam problems to us smaller folk.

but debian bookworm amd64

no ARC

ARC author, jeremy, is justifiably cautious.  but how can we interop
test etc. without being able to enable it?
