Hi,

Whilst working on the Reproducible Builds effort [0] we noticed that
nmrpflash could not be built reproducibly.

This is because, whilst it uses SOURCE_DATE_EPOCH, it does not ensure
that the date ignores the build timezone when generating the manpage.

Patch attached that specifies UTC.
