[Android-tools-devel] removing src:android-tools

Since seamlik is making fast progress, it looks like it time to start
working out a plan for removing the android-tools source package.  I'm
thinking adb should probably have `Provides: android-tools-adb` and
fastboot should have `Provides: android-tools-fastboot` or some form of
transitional package.  There is lots of documentation about `apt-get
install android-tools-adb`, so that should work for the next release at
least.

Anything else we should be considering?
