[Android-tools-devel] next steps

Hi,

I fixed the broken symlinks in android-sdk-meta.

Currently I am in the process of building android.jar, which requires
the latest icu4j. Hence I am working on it, either update the existing
libicu4j-java or libicu4j-49-java.
