[Android-tools-devel] 6.0.1~r55 provides build-tools 23.0.3 or 23.0.2?

Looking at the various packages that build pieces of 'build-tools', I
see that our uploads of 6.0.1~r55 are still set at 23.0.2, but my guess
is that it should be 23.0.3.  android-platform-frameworks-compile still
has 22.1.3.

Setting this BUILD_TOOLS_VERSION is a great candidate for automation.
