I fixed the https:// access to the android-tools git repositories.  There
needs to be two git hooks installed for this to work: post-update and
post-receive.  I copied the setup from the collab-maint standard.

Also, I added the /git/android-tools/setup-repository script from collab-maint
for setting up new git repositories.
